The estimated price tag is $1 billion+ and that includes a lot of land acquisition. They’d also have to rebuild all the bridges, so it’s going to be a complete nightmare for those that use the road while work is underway.

The answer is obvious: Don’t widen it. When people realize that the road isn’t going to get any wider, they will adjust their decisions (where to live, where to drive, etc.) around that reality.
