    An old textbook on state governments, circa 1950’s, made the statement that state Department’s of Transportation were the most corrupt of any state agency. Some things never change.

    What’s changed is that state governments now buy the textbooks and the publishers make sure such “inconvenient truths” don’t make it to print.
